Temporary registration of a child for school and kindergarten: necessary documents

Temporary registration for a school or kindergarten is a modern trend that is developing in Russia. The fact is that not always people live in the place of residence. Instead, they register in one house, but live on a permanent basis in another. Nothing special about this. But exactly until the child will not need to go to school or kindergarten. Then there may be some problems. Especially if the actual residence is far from the place of residence. What to do? What can parents face? How to properly register a temporary registration and is it worth doing?

Why do I need a residence permit?

The first step is to find out for what purposes in general a temporary registration is made for a minor. The point is that educational institutions must by law accept all comers. But in practice, everything is not so.

In fact, as already mentioned, first those children are enrolled in an area tied to a school or kindergarten. Only then take all the others, if there are still places. In other words, temporary registration of a child for school in practice is extremely important. It is necessary that the minor be taken to where his parents wished.

Is it obligatory to register?

In fact, it is not necessary to register a temporary residence permit for a child to enroll in a school or a kindergarten. As a rule, parents have the right to appeal to the prosecutor's office or even to a court, in order to resolve the question posed about the admission of a minor.

Nevertheless, this method requires considerable paper red tape. And of course, time. Plus, it's worth considering the human factor. It is unlikely that a child in school will be well treated after the parents "fought" for enrolling a minor in an educational institution.

That is why it is recommended to solve the issue peacefully. The option here is two - or change the child's permanent residence permit (which is not too convenient and not always possible), or to make a temporary registration. The second option is most appreciated.

Temporarily or permanently

Some, faced with problems of enrolling a child in school, want to change his permanent residence. That is, register a minor on an ongoing basis in another home. In fact, such a process can be complicated. In practice, it usually happens.

Why? The fact is that according to the law a child can not be discharged from an apartment and change his place of residence to a worse one. For example, if parents want to make a permanent registration in a one-room apartment, and a minor before that was registered in a two-room apartment. This is simply not allowed.

Also, the re-registration of a permanent place of residence occurs only with the presence of guardianship authorities. Accordingly, you will first have to obtain permission to register a child in a new home from the specified organization. Without this, it will not be possible to change the place of residence of a minor on an ongoing basis.

But the temporary registration of a child for a school or kindergarten is an easier procedure. It does not require the permission of the guardianship and trusteeship agencies, it is not necessary to write out the future student. That is why it is worth paying attention to this scenario.

Where to register

What's next? It should be noted that a minor can not be registered where he wants. Especially up to 14 years. The rules established in Russia indicate that temporary residence (as well as permanent) of children is possible only in the territory where their legal representatives are registered.

That is, if the parents (one of them) do not have a registration at the location of the school or kindergarten, then the temporary residence permit will not give a result. You can not register a child where parents are not registered. You will either have to leave the undertaking, or carry out an extract and change the residence of one of the parents.

A similar kind of problem occurs in almost all of whose children go to the first class. Temporary registration of a minor child at the place of stay separately from parents is possible only after the 14th anniversary.

Where to go

The next nuance to which you should pay attention is where to turn for the realization of the idea. There are several options. Citizens themselves choose which bodies to submit a certain list of documents (about them a little later).

At the moment registration of a temporary type (as well as a permanent one) can be registered:

  • In MFC (not in all regions, information is specified in each city);
  • In the Ministry of Internal Affairs, the Department of Migration Affairs;
  • In the passport office at the place of temporary stay;
  • In the management company, which serves the prospective place of residence.

Most often, citizens turn to passport offices or management companies. In fact, everything is not as difficult as it seems. Especially if one of the parents is registered where the school or kindergarten is located.

Under 14 years old

The temporary registration of a minor is not as difficult as it seems. Much easier than doing permanent residence. What if I'm talking about a child who is not yet 14 years old?

In this case, only a few documents are needed. Among them are:

  • Consent of the second parent for registration;
  • Birth certificate of a minor;
  • Marriage certificate (if any);
  • statement;
  • Identity cards of legal representatives.

It's enough. Sometimes they can ask to show a certificate of permanent residence. If it is outside of Russia, then it will be necessary to bring another passport of the minor.

After obtaining a passport

And what if, after 14 years, a temporary registration of the child is made? Documents in this case will be different. It all depends on the situation. To begin with, consider the standard case. When a temporary residence permit will be with the legal representative.

In this situation, parents are required to:

  • Consent to the execution of a residence permit from the second spouse;
  • Application form;
  • Parents' passports;
  • The passport of the child;
  • The birth certificate of the registered person, as well as the documents confirming the marriage between the parents.

Accordingly, as in the past case, if there is a permanent residence permit outside of Russia, it is necessary to bring a foreign passport of the minor. Nothing more is required. You can wait for a certificate of registration.

Not with parents

Sometimes it happens that a temporary residence of a minor is planned with one of the relatives. For example, with my grandparents. If the parents are not the owners of the housing, you will have to try hard. Why?

The documents that will be required for the temporary propiska of the child will change slightly. If the grandmother and the grandfather agree on the operation, there should be no censure. But in case of protest, registering a child after 14 years will not work. True, we are talking about cases when the new temporary housing is not prescribed by the parents or one of them.

Accordingly, parents and children will be required to:

  • Consent of all tenants registered in the apartment to carry out the operation;
  • Consent from the second parent;
  • Completed application form for registration;
  • Passports of legal representatives;
  • Identification of the child (and it is desirable to take a birth certificate );
  • References indicating the relationship of family members (not necessarily);
  • Documents certifying marriage or divorce.

In some cases, they may require additional documents on property rights. After all, if a person owns an apartment (or its shares), but is not registered in it, he has the right to provide temporary accommodation to anyone without the consent of the remaining tenants. This should always be remembered.

Is it dangerous?

Some are interested in how dangerous temporary registration is. In fact, the issue is controversial. If it is a citizen, who at the same time has a permanent residence permit, then he has nothing to fear. Only that the temporary registration has its validity period. As soon as it expires, citizens will not be able to use the services of organizations that served them in a temporary place of residence.

In the case of the school, there is nothing to be afraid of. Why? As a rule, the temporary registration of the child for the school is done for several months - in order for a minor to be admitted to an institution. And no more. After enough, the child will be removed from the registration in one of the previously listed bodies. And there is nothing more to be afraid of.

But if a child is a teenager, then parents can be afraid of some situations. For example, a minor will receive an official residence right at the place of temporary registration. That is, to restrict the entrance to a 14-year-old child in an apartment where he is registered, it is impossible. And it is also forbidden to force him to leave this or that territory.

There is no more significant danger. Therefore, there is no need to worry about temporary registration. Citizens can temporarily register a child where it is convenient.

Nevertheless, it is recommended that the minor live (or from time to time appear) in an apartment where it is registered temporarily. Otherwise, parents will be fined for fictitious registration.

Deadlines

The last point to pay attention to is the timing of the document. The fact is that the official temporary registration, as a rule, will be ready in 3-5 working days. On average, this process takes about a week.

After the specified time, parents (or a child of 14 years of age) must pick up a certificate that will indicate the availability of a temporary residence permit. For this, an identity card is provided . That's all, nothing else is needed.

Pay attention is recommended for the period of validity of the document. By the end of it, it will be necessary to remove the child from the registration account. Or renew the registration. In fact, everything is not as difficult as it seems. And if necessary, you can not even deal with this issue, to get to school or kindergarten. It is enough to know about your rights. Temporary registration of a child for a school is not required by law.
