"Sequester" is a word denoting an unpleasant need to save

Foreign economic terms (voucherization, privatization, sequestration) were often used in the nineties of the last century. The main reasons for this were two. First, the new states that emerged on the territory of the former USSR were rapidly passing to market relations, and, apparently, the Russian words, with all the richness of our language, were not enough to describe this process. And secondly, in the ensuing confusion, many politicians and economists wanted to disguise their (sometimes very unsightly) activities, to put it mildly.

Unpleasant word

The word "sequestrum" became widespread in everyday speech after the 1997 financial crisis, when it was forced to use funds to ensure the implementation of most budget programs. This measure was caused by the misuse of the allocated money, and, therefore, their shortage. Many of the socially unprotected strata of the population have suffered, and since then the opinion that sequestration is something bad is firmly rooted in people's minds. The way it is.

The Latin word "sequestro", translated into other modern languages of the world, literally expresses the concept of separating a fragment from the main part. It is used not only in economic vocabulary, but also in other branches of human activity.

Jurisprudence

In cases where there are property disputes over real estate, production equipment, shipments of goods and other economic assets that are in the possession of one of the conflicting parties, a sequestration contract is applied in world practice. It is a tripartite one and is concluded between two entities, one of whom is making a claim to the other, and one more participant taking on responsibility for the storage and security of the disputed property, which nobody can use before the decision of the court. The storage service is often paid or, less often, free of charge. After the expiry of the term or after the receipt of the court's decision, the contract terminates, and the owner enters into his rights.

Thus, in the legal sense, a sequestration is a temporary alienation of the disputed property. And what about other industries?

In medicine, sequestration is the partial necrosis of tissues

It is always unpleasant to talk about illnesses, and in this sense a medical term is similar to a legal one. Doctors are forced to use sometimes words that sound scary in both Russian and Latin.

Sometimes the inflammatory process (for example, osteomyelitis) develops so sharply that it leads to local necrosis of the body tissue , which doctors call sequestration. Most often this happens with the bone. Some of its cells lose properties that distinguish the living body from the dead, and separation occurs. The border between the healthy part and the affected area is fibrous and sclerotized bone tissue. On the x-ray images in this place, there is a noticeable compaction. Like any foreign body, the necrotic tissue causes irritation and inflammation, up to the formation of fistula. The only way out is surgery, the surgeon removes the sequester, this is called sequestrectomy in medicine.

Cutting the state budget as an emergency measure

Any budget, regardless of whether it is a family one, urban, provincial or national, consists of two parts: profitable and expendable. The country receives funds from taxpayers in the form of fees, duties, as well as from various types of economic activities. To spend this money is necessary to ensure the work of government bodies, the maintenance of educational institutions, medicine and other government structures, called "budgetary." The content of efficient armed forces and law enforcement agencies costs, as they say, "a pretty penny", as well as the development and purchase of new equipment for the siloviki. But without these costs you can not do, and their reduction threatens sometimes, as the history of the last decades shows, the most disastrous consequences.

The reason for the need to reduce costs is an unanticipated excess of their volume or a sudden reduction in revenues to the treasury. Budget sequestration is justified under circumstances that threaten the financial security of the state, with insufficient gold and foreign exchange reserves and the impossibility of external borrowing.

It happens, but very rarely. Usually all expenses are included in the expenditure part of the budget, including a certain percentage of unforeseen, and if the revenues are properly planned, then it can be said that it is compiled correctly.

In the macroeconomic sense, the budget sequestration is the restriction of the use of funds for the performance of certain state functions. Most often, the degree of funding cuts is expressed in percentages (by 10%, by 20%, etc.). However, no matter how bad things are in the state, there are articles that are not subject to correction, that is, protected ones.

Family Budget Sequester

The family budget can also be adjusted in cases where income falls (for example, someone from able-bodied adults suddenly becomes unemployed) or because of rising prices. Of course, the use of macroeconomic terms for the modest means of "the primary unit of society" is ironic. Widely known is the story of his father, worried about the increase in the price of alcohol. "Are you going to drink less now?" - His household is asking with hope. "No, you'll eat less!" - he replies. Such a budget sequestration should not be an example for state financiers.
