Methods of public administration

The methods of state and municipal management are methods and methods of purposeful influence on participants in managerial interactions. By means of these methods, the function is realized, and the tasks are solved. The methods of state management are used in the implementation of influence on the society, in general, and on its individual components, in particular, in the process of translating the state powers to streamline the emerging social relations.

It should be noted that when choosing methods and methods there can be no predetermination. To ensure the successful implementation of powers, even the same, but in different conditions, different methods of government are needed. This causes a constant search for the most suitable in one way or another means. So, for example, for some situations it will be sufficient to apply a recommendation or criticism. At the time, as in the other case, there will be little even severe punishment. Of great importance in this case is the appropriateness, professionalism of the manager, legal capabilities, readiness to solve problems. The psychological mood of the subordinate object is also important.

The methods of state administration are applied on behalf of the state, are endowed with an official character and are used in the strict procedural order established. This is the main difference between these techniques and others.

Methods of public administration are divided into two main groups according to the one to whom they are directed, to whom the impact is addressed. So, the methods that provide the organization of the functioning of the regulatory apparatus and the methods that provide an impact on external objects are singled out.

The methods of public administration related to the first category are mainly reduced to the methods and methods by which the preparation and decision-making is carried out. They include, in particular, ways of investigating certain situations, analyzing and collecting sociological, statistical and other data, applying methods of scientific study of the situation, and others. This category includes methods of moral or material stimulation of employees, educational means, means of applying sanctions and ensuring control.

The content of the second group is determined in accordance with the status of the impact object. According to this, the management can be directly influenced by the subordinate (subordinate) object, by coordinating the activities of different sections of managerial interactions, by establishing relationships between different actors in the course of implementing agreements and contracts based on the consolidation of the general procedure for carrying out activities. To this group should also include and methods such as counseling, harmonization and others.

There are also methods of subsidiarity, decentralized and centralized management.

Centralized (subordinate) impact is applied by the authorities on a circle of objects of jurisdiction and within the framework of the relevant competence. To this sphere include the field of state property management, the protection of state security and national interests, the definition of the subjects of government and its subjects. The category of used methods include means of prohibition, permission, imposition of responsibility, coercion.

Dispositive (decentralized) impact allows the use of different methods of harmonization. Management in this case is carried out by means of concluding agreements, agreements, joint decisions.

Subsidiary (indirect) influence is complementary to traditional forms of governance.
