The lower park was founded in 1805. It was then that a decree was signed to establish a balneological resort in the city of Lipetsk. In the beginning, the park was called English, the flower beds and alleys were neatly broken. It is worth noting that the entrance to the park in those days was paid, and ordinary peasants were not allowed there.

Lower Park in Lipetsk actively ennobled at the turn of the XIX-XX centuries. In particular, in 1908 its territory was drained, and the banks of the Lipovka River were strengthened.

Improvement of the park in the Soviet era

In the times of the USSR the park received the standard name: "Central City Park of Culture and Rest". There was a dance floor, a cinema, a summer theater, a skating rink, a pavilion of crooked mirrors. Even later, the zoo and a planetarium were opened in the park. Entrance to the recreation area, of course, became free.

The historical name of the park was returned only after the collapse of the USSR, in 1997.

In the 1960s, one of the entrances to the territory of the Lower Park was set up with three cast-iron cannons. The monument symbolizes the development of metallurgy in Lipetsk.
