However, the dreams did not come true, and by the will of fate in 1972 she became a student of the Yaroslavl State University. It was in this educational institution that Elena Borisovna met with future husband Mikhail Mizulin. In the fourth year of study, a pair of young lawyers were combined with a legal marriage.
The beginning of political career
Career Misulina developed quite swiftly. After graduating from the university in 1977, she began to work as a laboratory assistant at the department of theory and law in the university's home walls. In the same year, Elena Borisovna received the position of a consultant to the regional court in the city of Yaroslavl, continuing her correspondence course at the Kazan State University as a graduate student. After a while, in 1983, she defended her thesis. As a result, Elena Mizulina became a candidate of jurisprudence, received a promotion and was appointed as a senior consultant.
Defense of the thesis and career growth
In 1992, Elena Mizulina defended her doctoral dissertation on the basis of the Institute of State and Law of the Russian Academy of Sciences. The theme of her work - "The Criminal Process: The Concept of State Self-Restraint" - aroused great interest among colleagues. In 1995, Mizulina became a professor at the State University of Yaroslavl.
The political career of Elena Borisovna developed quite rapidly. In 1993, it entered the 1st composition of the Federal Assembly of the Russian Federation from the block "Choice of Russia". She was on the Committee, which examined constitutional legislation, as well as judicial and legal issues, as deputy chairman. Mizulina also joined the Commission on Rules and Procedures of Parliament.

In June 2001, Elena Borisovna joined the "Union of Right Forces". In February 2004, her party was defeated in the elections, and Mizulina received a new appointment - a representative of the State Duma in the Constitutional Court. In this position she insisted in 2005 on abolishing the procedure for direct gubernatorial elections that existed in the Russian Federation. Her position in the Constitutional Court Elena Borisovna combined with the post of Acting Deputy Head of Administration of the State Duma. The eventful year 2005 was also marked for Mysulina by the successful graduation of the Russian Academy of Civil Service, established under the President of the Russian Federation.
Membership in "Fair Russia"
Two years later, in 2007, the deputy of the State Duma Elena Mizulina was elected a member of the political organization "Fair Russia". January 2008 was designated for Elena Borisovna by a new post - in the State Duma Committee for Family, Women and Children Affairs as chairman. Her candidacy was put forward as an alternative to Svetlana Goryacheva. The party "United Russia" expressed dissatisfaction with the proposed candidacy. One of the most famous projects, in the development of which Elena Mizulina was directly involved, was Federal Law No. 139-F3. He was received on July 28, 2012. He received in public circles the trivial name of the "law on blacklists" and the "law on censorship on the Internet." Elena Borisovna also has a direct relationship to another project, which is often confused with the above. This project is "On protecting children from information that is harmful to their health and development."
Elena Mizulina, a deputy of the State Duma of the Russian Federation, publicly stated in July 2012 that it is necessary to check whether the strike of the Russian "Wikipedia" is against the positions of the draft law No. 139-F3 "pedophile lobby". This phrase becomes a persistent expression and is the calling card of a woman politician. Elena Mizulina spoke with a demand to limit free abortions. She suggests to allow a woman to make free artificial termination of pregnancy only for serious medical reasons or as a result of rape.

The amount of this monetary compensation was proposed in the form of 1 million rubles. Mizulina pointed out that it is worthwhile to charge a fine from the women themselves, who ignore the doctor's offer to revise their decision on abortion. The size of the fine for them is 3000-5000 rubles.
Bills on family and marriage
Elena Borisovna speaks rather sharply about the issue of the adoption of American orphans from Russia by American parents. She noted that our state has never defended its interests at the expense of children.

Does society need surrogate motherhood?
In November 2013, Mizulina said that it is necessary to prohibit surrogate motherhood at the state level, considering this an unnatural phenomenon. To all Elena Borisovna added that it is necessary to form in every possible way a negative attitude towards such a way of the child's appearance.
Quite often Misoulin is criticized. Evil tongues are sarcastic about her active initiatives, and political scientists are accused of overreacting the privacy of citizens and influencing the freedom of choice of people. Perhaps, in the bills of Elena Borisovna there is a certain inflection, but to blame indifference to the life of her people this woman is impossible.
