Inoyatov Rustam Rasulovich: biography, professional activity

Inoyatov Rustam Rasulovich, whose biography is one solid dark spot, has headed the National Security Service of Uzbekistan for more than twenty years. He is called the most "long-playing" high official of the republic, ascribes to him a lot of hard-hitting actions, and also argue that this person has a huge influence on the President of Uzbekistan and even managed to build his own empire inside the state. Inoyatova's name appeared more than once in high-profile scandals of a republican scale.

Childhood and youth

Little is known about the childhood and youth of the future head of the National Security Service, as, indeed, about other aspects of personal life. The official skillfully conceals from the public everything that can only be hidden.

Inoyatov Rustam was born exactly three years after the beginning of the Great Patriotic War - June twenty-second, 1944. The place of his birth is Sherabad city of Surkhandarya region of Uzbekistan. He is an Iranian by profession, he got a diploma of TSU in 1968. He studied at the Faculty of Oriental Studies. He speaks Uzbek, Russian, Persian and English. But his life with languages is not tied, choosing a completely different kind of activity.

Beginning of service in the KGB

After graduating from university, Inoyatov Rustam did not begin to look for a place to work, but went to serve in the army. It was from this moment that he began his cooperation with the KGB, to which he enrolled, barely having sworn an oath.

In the late seventies - early eighties Inoyatov got into foreign intelligence, he served in Afghanistan, where he was provided with diplomatic cover.

Head of SNB

What did Rustam Inoyatov do after the service in Afghanistan? Biography of this is silent - any information is difficult to find. His figure "comes out of the underground" only in 1995 and immediately appears at the very top - Uzbek President Islam Karimov appoints a former KGB man as the head of the National Security Service of the republic.

Competitor

Inoyat Rustam spent the first decade in the chair of the head of the National Security Service (NSS), sharing power over the security forces with Zakir Almatov, who headed the Interior Ministry. The latter was represented by the Samarkand clan, and his colleague and competitor in one person - Tashkent. Between the rivals there was a continuing "undercover" struggle, which ended in Inoyatov's victory. True, for the sake of justice, it should be noted that circumstances helped him.

After the well-known Andijan events of 2005, when the riots were suppressed by the most severe methods, it was accused of Almaty. And they "left" him for retirement. All power was in the hands of Inoyatov. A strong competitor was eliminated, and those who could theoretically resist the main esenbeshniku, danced to his tune.

President "under the hood"

Inoyatov Rustam Rasulovich, whose activity, in theory, should only extend to the sphere of state security, in fact plays a much more important role in Uzbekistan. There is information that he keeps "under the hood" of the president himself, controlling and directing every step he takes. Allegedly Karimov is surrounded on all sides by scammers, who immediately unload any information in the NSS. And if the behavior of the head of state goes counter to Inoyatov's plans, the president will immediately be removed from the arena.

Naturally, there were people who opposed the usurpation of power in the hands of one person, but they were very quickly forced to keep silent by intimidation and trumped-up charges. For example, Inoyatov "removed" Kuralov, who headed the Tax Committee - the official was publicly accused of excessive waste and deprived of an armchair. In fact, behind all this stood Rustam Rasulovich.

The NSS is so powerful in Uzbekistan that it even has at its disposal an "army" consisting of thousands of special forces, border troops, etc.

Personal Inoyatova Empire

Why does one man need so much power? Is it really all about ambition? No, this is far from it! During his leadership of the SNB, Inoyatov Rustam Rasulovich built a whole empire inside the state, which brings a fabulous income to him and his family. Moreover, it should be noted that the main esenbeshnik never differed by crude methods - he did not arrange raider captures, did not press the business with force, but acted much more cunningly. Beginning in the nineties, Inoyatov gradually expanded the sphere of influence of his department, "sweeping" under him those industries that had never been controlled by special services before. This is mainly about the economy (internal and external) as the most profitable sphere.

Rustam Rasulovich quietly put his people everywhere, gradually penetrating deeper and deeper into the places he needed. And, as a result, today the Inoyat family and people close to it own the most tasty bits in Uzbekistan. They control the cotton and construction industries, they own various large factories, the best beaches on the Issyk-Kul coast and even the railway of Uzbekistan. There are reports that drug smuggling also occurs "under the patronage" of the head of the National Security Service, and the president knows about this and is silent, since also in the share.

Among other things, Inoyatova is accused of the largest financial fraud in the withdrawal of state assets in foreign banks.

Almost the entire path of a man named Inoyatov Rustam - biography-compromising material. Wherever you look, you stumble upon unpleasant things. But, nevertheless, he still continues to occupy his cozy chair at the very "helm" and leave it in the near future does not intend.

Scandal with the president's daughter

One of the most notorious scandals in the history of Uzbekistan flared up in December 2013. Its main figures were the daughter of Islam Karimov and the head of the National Security Service. "The Uzbek princess," as the people call Gulnar Karimov, published a resonant post on its social network page. Inoyatov Rustam was accused of trying to usurp power, and the incumbent was in fact exhibited as a "lohom" and a potential victim of the conspirators. Also, Mrs. Karimova charged Inoyatov and his entourage with financial uncleanness.

At that time, the resignation of "the longest-running" was already spoken of as a matter of solved. But soon the scandal was hushed up, the daughter reconciled with her father, and Inoyatov remained at his post.

A presidential candidate?

Many today are inclined to believe that the country's main esenbesnik is aiming at the presidency of Uzbekistan. But, most likely, these assumptions are not true, because Inoyatov is already, to put it mildly, not young and moreover suffers from a severe form of diabetes mellitus. It is much more likely that he will soon be forced to resign. But ... Those who know well what the figure of this person is, of course understand: just so Rustam Rasulovich will not go away, he will try to control Uzbekistan further, only "remotely". For example, there is a version that the special services are considering the option of replacing the incumbent president with "his" person now occupying the prime minister's seat, Shavkat Mirziyayev.

Or maybe everything will go completely in a different scenario, and the old KGB man "dissolves" in the crowd of pensioners, becoming the past of Uzbekistan. In any case, in history, he has left his mark, and which one - to understand the descendants.
