Ecological police: protecting air, land and water

At present, the problem of trade in exotic animals on the black market is very acute . The desire to become the master of the iguana, lemur, manul or sugar possum can bring a lot of problems to the buyer. As a rule, sellers do not fully know all the features of the development and life of beautiful and rare animals. Therefore, even a small change in diet can be detrimental to the health of the animal. From an abnormal climate, the lack of a pond, wood or other mandatory conditions, an exotic pet can perish. And if for the owner this may not be a big problem, for nature the death of even one representative of a rare species is a catastrophe leading to the disappearance of the entire group. It is with the aim of preventing and eradicating illicit trade in rare animals that an environmental police is created. Of course, its tasks are not limited to minimizing criminal business. This division also deals with other problems, one way or another related to the surrounding nature.

First appearance

In the early 90s of the 20th century, in the territory of the present-day CIS, in many cities there were units of the Ministry of Internal Affairs that helped the population solve problems with unauthorized landfills, pollution of rivers and reservoirs, cutting trees and other similar issues. These associations were called ecological militia. They were created as an experiment and after a certain time they were dissolved. Their work was suspended because of political events taking place in the country.

Functions

The environmental militia represented a special group of people working under the Ministry of the Interior wing and engaged in the protection and preservation of the biosphere. The work of this unit was connected with preventing the destruction of the environment and its restoration. It fought against illegal actions of people over animals, with landfills, waste and pollutant emissions, etc. The effectiveness of this service was quite high. However, even the popularization of the work of environmental militia could not withstand the devastation in the country, and it was dissolved.

Second Life

However, in 2001, such groups were re-established on the territory of the capital. The modern environmental police in Moscow is an experimental unit that builds up its activities in accordance with Order No. 767 of the Ministry of Internal Affairs, signed on August 27, 2001, "On conducting an experiment in the Moscow police department." The second document, which legalizes the work of the body, is Resolution No. 849-PP, approved on September 18, 2001 - "On the Office for Combating Offenses in the Field of Environmental Protection of the Moscow Central Internal Affairs Directorate." In accordance with these orders, the capital division performs the following types of tasks:

  1. The finding, suppression and subsequent prevention of violations committed in the field of the environment.
  2. Identification of perpetrators of crimes and imputations of punishments.
  3. Control over the environmental situation on the territory of the capital.
  4. Creation of strong professional relations with similar units and similar structures of other cities and regions, including the environmental police of the Moscow Region, fish surveillance, epidemiological stations, etc.

Keeping the biosphere

After the capital, many large cities also began to introduce into the structure of the Ministry of Internal Affairs units that care for the purity of nature. To date, on a voluntary basis, groups have started to be created that are struggling to preserve the environment. Such an unusual ecological police exists in Murmansk, Ulan-Ude, Krasnoyarsk, Novokuznetsk, Novosibirsk, etc. The problem is that to reconstruct analogous units of the Ministry of Internal Affairs on the territory of all major regional centers and regional cities. The environmental police are units that can help ecologists in the struggle to restore and protect nature from the negative consequences of human activities. Garbage dumps, which can often be found in street dead ends, a large number of stray animals, waste discharges into water bodies, old cars polluting the air, and many other problems can be solved in this way.
