Bodies of Internal Affairs of Russia and their structure

The bodies of internal affairs are a centralized system, headed by the Ministry of Internal Affairs of the Russian Federation. As a legal basis, they are guided by a number of laws and regulations, in particular, the bodies of the Ministry of Internal Affairs act in accordance with the Constitution of the State, the Law on Police, other federal laws, Government decrees, decrees of the President of the Russian Federation, orders and orders of the Ministry of Internal Affairs of Russia.

The main functions of the Ministry are as follows: the development, as well as the implementation of state policy, the regulatory and legal regulation of internal affairs, including migration issues. The Ministry is headed by the Minister of Internal Affairs appointed by the President, the candidate for the post is represented by the Prime Minister of the Russian Federation. In addition to the Minister of Internal Affairs, the top leadership is composed of three of his deputies, appointed in the same way.

Up to 15 departments carry out activities in key areas of the Ministry's work. Under the Ministry of Internal Affairs, the Main Command of the Internal Troops (internal troops) is formed, as well as the Investigative Committee.

The bodies of internal affairs of the Russian Federation: the system

The Ministry of Internal Affairs manages the ATS system, which includes:

1. The Main Directorate of the Ministry for all FD, the Ministry of Internal Affairs of the republics, territories and other territorial units.

2. Main Departments of the Ministry, regulating the activity of ATS on different types of transport (railway, water and air).

3. Departments or managements at regime, especially important objects.

4. District military supply management.

5. Organizations that carry out the tasks assigned to the Internal Troops and to the internal affairs bodies.

6. Internal troops, military educational institutions, bodies that carry out the management of the military.

The Ministry of Internal Affairs coordinates and supervises the activities of the Federal Migration Service of the Russian Federation, which is located in its department.

Home Affairs: a new law on the police

In the light of the recent reform in the bodies of the Interior Ministry, one of the structural units was renamed the police. In early 2011, a new Federal Law was adopted that regulates the work of the unit. Based on its provisions, its following functions are distinguished:

· Implementation of protection of the individual, state and society against unlawful attacks.

· Combating crimes and administrative offenses, their prevention.

· Disclosure of crimes, their identification, inquiry.

· Conducting search activities.

· Production of administrative cases, including the execution of penalties for them.

· Fighting the violation of law and order in public places.

· Combating traffic violations, ensuring road safety.

· The internal affairs bodies should exercise control over compliance with the legislation on the sphere of arms trafficking.

· Control over private organizations that conduct detective or security activities.

· Implementation of protective measures in respect of objects, property, including protection on a contractual basis.

· Implementation of the protection of participants in criminal proceedings (judges, supervisory bodies, prosecutors, investigators, victims and witnesses).

· Expert criminal activity.

According to the general rules established by the legislation, every 4 years the attestation of employees of the Ministry of Internal Affairs is carried out. There are a number of cases set forth in the law, under which an employee is required to undergo an extraordinary attestation. These include, in particular, the transfer to a higher (or lower) post.

On the recommendation of the certification committee, if a person's incompatibility with his position is found to be inconsistent, early termination of the contract and termination of employment in the police department is provided. Attestation is carried out after preliminary preparation, which is assigned to the personnel division or to the head of the site.
