Since 2015, the pension is calculated using a new formula. Persons with 30 or more accumulated points will be eligible for payment. This condition affects the rights of people who have little experience. More details about the new formula read further.

Principle

Previously, two conditions were required to calculate the benefit:

  • The arrival of the established age (60 for men, 55 for women);
  • Availability of work experience (in different years from 5 to 25 years).

The size of the pension depended on the length of service and the level of income. From 2001 to 2014, insurance premiums were also important. They usually accounted for 14-16% of the monthly income. Since 2015, a new element has appeared - an individual pension coefficient. This is the sum of points for years of work. In order to receive benefits, it is necessary to work out a certain number of years with a salary level at which the amount of paid contributions would exceed the level established by law.

The essence of the new settlement system is that the pension rights accumulated during the labor period are converted into points. The amount of the allowance is then calculated according to their amount . To determine the accumulated PKI, you need to divide the amount of assessed contributions into a standard - the product of the maximum tariff and the marginal salary, subject to taxes.

If a person receives 568 thousand rubles per year, he accumulates a maximum of 10 points. The limit of wages and ratios changes annually. By 2025, when the program is fully launched, these two indicators will grow significantly. By this moment the accumulated part of the pension will be available only to persons who accumulate 30 or more points. For 2015, old-age benefits are awarded with 6.6 points. Each year the indicator will increase by 2.4.

How the new program works

Most people started working in the USSR. They expect to go on a deserved vacation in the near future. The amount of their allowance will also depend on the accumulated individual pension coefficients (points). The value of the individual pension coefficient depends on:

  • The ceiling on income for contributions;
  • The value of the score, which is indexed to the inflation rate.

The annual individual pension coefficient is the number of points earned over 12 months, or those periods that are included in the length of service. The higher the salary, the higher the PKI. The law establishes 6 years of transition period, during which the conditions will gradually become tougher.

The number of PKI is recalculated annually. This indicator depends on the level of wages and marginal deductions, which grow much faster. In 2015, they increased by 14%, and the average salary - by 9%. Therefore, one should not rely on the old-age state allowance, but think about other ways of accumulating a pension.

New conditions

The individual pension coefficient is a kind of assessment of a person's work activity in points. Annually, the government sets the cost of 1 point, indexing it for price increases. A labor pension consists of a fixed payout and a part that depends on the PKI. The cost of 1 coefficient as of 01.01.2016 is 74.27 rubles. The size of the fixed payment is 4558.93 rubles. To receive benefits in 2016, a person must:

  1. To reach a certain age.
  2. Have an insurance experience of 6 years.
  3. Accumulate 6.6 points.

If at least one of the conditions is not met, then a person has the right to receive only a social pension.

Advantages and disadvantages

The main discontent of experts is that it will be possible to determine the amount of future payment only before retirement. This amount will be calculated as the product of accumulated PKI at their cost in the year of destination of the payment. Differentiation of calculations

The issue of increasing the retirement age has been repeatedly raised. Supporters argue their point of view with the need to reduce the deficit of the PF. Opponents argue that for a later retirement, it is necessary that the population has a decent standard of living. To stimulate the population, the state establishes high PKI and raising coefficients to a fixed payment. It is also planned to revise the list of professions, representatives of whom will be available early retirement pension, working conditions (increased PKI will be assigned to the harmful class) and the amount of insurance contributions (the more dangerous the class of labor, the higher the tariff). This will allow to balance the system, provide the PF with sources of early payments.
