The Ministry of Internal Affairs is developing amendments that will toughen the punishment for managing the vehicle with darkened glasses. The question of whether a tax on tinting will be introduced has long been debated. Since 2015 for owners of such cars a fine of 500 rubles is provided. What's the question

Administrative violation

For a long time, the traffic police issued a warrant to drivers about the need to break the film from the car in the specified time. In the event of a repeated violation of the motorist, they were sent to court or detained for up to 15 days.

Now, as a penalty, a fine is used. Its size depends on how many times an offense is detected. The tax on toning ranges from 500 to 5 thousand rubles. For a repeated offense. For "regular customers" an additional measure of restraint was developed - deprivation of rights for up to 6 months. The traffic police can directly check the history of the driver's offenses on the spot. Therefore, there are no questions with the definition of the amount of the fine.

Until November 2014, there was a punishment for tinting in the form of the removal of state signs. After it was canceled, there were many more who wanted to sink the glasses on the car. Drivers are not afraid of a fine of 500 rubles.

Since 01/01/2016, the measures have been tightened up again. In a tinted car it's dangerous to drive in the dark. The visibility of the road is deteriorating. In connection with this, a bill "Tax on toning" was drafted. According to the new standards, the light transmittance of glasses should not exceed 70%.

Precautionary measures

In 2015, the bill "On the permission of toning for tax" was introduced. This normative act provides for a fine if the degree of blackout of the glass is higher than that established by law. It is also planned to establish a ban on the use of super-toned vehicles. The same normative act abolished the previous penalty - the removal of license plates from the car.

Standards

For the year 2015, a regulation has been developed that allows:

• Darken the rear side windows without restrictions;
• Apply the film on the rear window;
• Glue the transparent film with a strip in the upper part of the windshield;
• For the front windows, the light transmission rate is set at 70%.

That is, you can still obscure the car, but to a certain extent.

The law also provides for ways to change the light transmission - painting with a special mass, gluing the film. The color strip on the front on the glass should not exceed a width of 14 cm. The use of "mirror" toning is prohibited. The use of blinds is allowed in the presence of external mirrors. To check the degree of permeability can be measured at a stationary position of the traffic police. This process does not take much time.

Tax on tinting in Russia

The main change in the new wording of the law is an increase in the amount of the fine. If the driver is punished for the first time, he will have to pay all the same 500 rubles. The introduction of the tax on toning in 2016 provides for an increase in the amount of the fine with a repeated violation of 2-3 times, that is, up to 1500 rubles.

About "fashionable and stylish", which is not much concerned about new sanctions, the authorities also "took care". Specially for them, a new rate of 5 thousand rubles. Violating the standard will be possible only once a year. If the driver refuses to pay a fine even by a court decision, he may be stripped of his rights for up to three months. But this measure of punishment, most likely, will operate only upon repeated application to the court.

If the owner refuses to remove the film from the glass on the spot, the inspectors have the right to detain gosznak. Does he really need

Will the tax on toning be changed in the near future, is still unknown. However, opponents are already collecting signatures to remove restrictions. The current standards provide for a shading of 30%. Activists plan to raise this bar to 40-60%, arguing that toning is not only "stylish", but also "necessary" detail, which performs a number of important functions:

• Ensures the safety of things inside the cabin (according to statistics, most often the vehicle is opened, in which it is clearly possible to see the presence of personal belongings);

• Reduces the amount of fuel (to ensure the operation of the climate control program in the car in the summer time consumes a significant amount of gasoline, the presence of dark windows can reduce costs).

One of the arguments that the authorities put in defense of the implementation of the law is that it is dangerous to drive a vehicle with darkened windows in the dark. However, the statistics show the opposite. In accidents more often drivers with poor skills and little experience get. There is a logical question: why do you need to enter a tax on the resolution of toning?

Figures

In 2014, the number of violations due to the dimming of glasses has increased dramatically. The drivers do not frighten the fine. But the risk of losing the right to manage the vehicle can be considered an effective measure of punishment.

In 2015, tax on tinting paid about 60 thousand violators. Most of them live in the vicinity of Moscow and the region. This is 68% more than was recorded in 2014. Only in Moscow suburbs paid 23 thousand rubles. As fines. The second place in the ranking is St. Petersburg with its 7 thousand violators. These figures also served as an incentive for amending the normative act. Experts, by the way, doubt that the government will take into account the arguments of the activists.

When will the tax on toning be introduced?

The new law received legal force on 01.01.2016. This document provides only a fine. However, earlier there were rumors that the authorities plan to introduce a special tax on tinting. Allegedly the driver will have to pay a certain amount to the cashier, get a ticket, and then travel the whole year without fear of fines. So far this measure does not work.

Discounts on penalties

The tax on toning in Russia is not the only innovation of 2016. On 1 January, the Federal Law entered into force providing for a 50 per cent discount on fines for traffic violations. "Action" is valid only for drivers who want to pay off the debt within 20 days from the receipt of the order. Under the preferential program do not fall gross violations of traffic rules: management of the vehicle in a state of intoxication, refusal to undergo a physical examination. If you repeat the offense within 12 months, the discount will no longer be valid. Data on "shares" will be indicated in the resolution itself.

Debtors will move without a car

For the blackout of the glasses, there is a tax on tinting and forfeiture of rights for 3 months. Malicious defaulters whose fees exceed 10,000 rubles will not be allowed to manage all types of vehicles from January 15. The restriction will be withdrawn immediately after the debt is repaid. This rule does not apply to all car owners. Disadvantages include disabled people, professional drivers, as well as individuals who will be deprived of this source of livelihood by this punishment. The drivers who violate this decree will take the certificate for one year or will fix the work for up to 15 hours.

According to the FSSP, about 300 thousand people can get under a temporary ban, for which there are more than 10 thousand rubles in arrears. The Ministry of Justice in the end of 2015 prepared a bill in which malicious non-payers of fines, alimony, compensation for harm caused to third parties, will not be allowed to pass examinations at the State Traffic Safety Inspectorate, issue of a driver's license, registration of the vehicle.

New tariff for evacuation

FAS will present a methodology for calculating the cost of transportation of vehicles not parked according to traffic rules. How this will affect the cost of the service is not yet known. The draft law has so far been amended regarding restrictions on the evacuation of trucks with the help of bollards.

Another bill provides for a reduction in the number of documents that confirm that the driver was in a state of intoxication. Now six papers are used for these purposes. Now their number is reduced to three. The longer the inspector fills in the documents, the more likely the violator will escape. Drivers can "blow" without witnesses

Now the inspectors assess the sobriety of a person by his speech, coordination, the presence of a fume. This list is to be expanded - add verification by means of technical means. The data of such devices will be evidence that the driver is in a state of intoxication. Therefore, it is possible to carry out an ordinary survey. During the initial test, the number of alcohol vapors will not be detected - the device will show whether they are at all or not. The check will be carried out without protocols, witnesses and video recording, but only during special traffic police trains.

Other changes

"Dangerous driving" is a term that has long been used by traffic police. That's only responsibility for drivers is not provided. The methods of fixation are still unknown. The Russians themselves began to understand what it was. They have a social intransigence to drivers, which are hampered or constantly rebuilt. Dangerous driving is a set of some maneuvers that contradict traffic rules. Work on ways to fix them and evidence will be conducted in 2016.

For systematic (three or more) violations of the same rule, the inspector can take away the rights of drivers. A similar ball system was already used in the USSR.

After the introduction of the tax on travel on federal routes for trucks weighing more than 12 tons, truckers began to organize protests. The carriers agreed to cancel the collection. Changes to the bill will be made in the first quarter of 2016.

Since January 1, it is forbidden to sell a diesel engine of the "Euro-4" class. The government plans to leave from July 1 only high-quality gasoline - "Euro-5" and higher. How this will affect prices, is still unknown. Some economists argue that fuel prices and cars with a corresponding engine will grow. Others argue that because of the fierce competition in the market, the cost of oil products will not change.

Drivers of Crimea are awaiting sanctions. If before April 1 they do not have time to re-register their vehicles, get Russian license plates and continue to travel with Ukrainian, they will have to pay a fine of 800 rubles. For a repeated violation the amount of the fee will increase 10 times.
