Tax on "parasitism" in Belarus: who pays and who is exempt from tax

On April 2, 2015, President of Belarus Alexander Lukashenko adopted Decree No. 3 "On the Prevention of Social Dependence" and introduced a special fee, which is popularly known as the tax on "parasitism". If a person does not have a permanent job for six months, he must pay this type of collection to the treasury. A citizen who has decided to evade payment obligations can receive administrative arrest with forced labor.

Objectives

The tax on "parasitism" in Belarus is introduced with the following objectives:

  • Replenishment of treasury. The stable economy of the country depends on this. Now the treasury is enriched due to those people who, due to various circumstances, did not pay income tax.
  • Free medicine. Yes, medicine has always been free. Every working citizen is deducted a tax on health care, but the unemployed also received free medical care, without paying any fees.
  • Reduction of the unemployment rate. First of all, this decision of the government was aimed at this. So, unemployment is a scourge of our time, and every state seeks to lower its level. After the decree, many began to look for work, so as not to pay out of their pockets a tax.

Who said that since 2017 tax on "parasitism" was canceled?

At the end of time, it can be noted that this collection has had an impact on the economy of the country. Some people admitted that they are on maintenance, but they could pay without any problems. Therefore, it is hardly worth waiting for the cancellation of the decree in the near future.

Who is exempt from payment?

The following citizens can not pay tax on "parasitism":

  • Persons under 18 years of age.
  • Pensioners. Women aged 55 and men after 60 do not pay the fee, as they are on a well-deserved rest.
  • The students. Students in the day care who are first educated. If this is not the first education, then you will have to pay the state.
  • Persons with disabilities and incompetent citizens.
  • People who arrived in the Republic of Belarus after the adoption of the decree.
  • Citizens who stay in the country less than 183 days a year.
  • The clergymen of religious organizations.
  • Villager. In rural areas, there are virtually no vacancies, so all residents are mainly engaged in farming, which is also considered work and involves the payment of taxes.
  • Parents. After the child reaches three years of age, one of the parents has the right not to pay tax on "parasitism".
  • Parents of children with disabilities. They do not pay tax on "parasitism" in Belarus, until the child turns 18 years old. After that, you must go to work or pay a fee.
  • Citizens who stay for a long time in the territory of another country must submit all documents, seals in their passports on residence abroad.
  • The military simply provides a military ticket. The employee-terminator, who served less than 183 days a year, must pay the fee.
  • Individual entrepreneurs. Only if you have paid taxes for the year more than 20 basic units.
  • Lawyers, notaries, the total tax of which for the year amounted to more than 70 basic units. They may not pay tax on "parasitism" in Belarus (2015).

  • Large parents who have three or more children in their care.
  • Citizens who are being retrained will be exempted from paying the fee if they are re-profiling in the direction of the employment center.
  • Officially, the unemployed must be registered at the employment center, but not more than three years. Refuse the proposed work can only be two times.
  • Owners of rented apartments provided that they pay taxes on the funds received from the delivery of property.
  • Severe patients should provide a certificate of incapacity for work or a certificate confirming that they are on treatment.
  • People of creative professions must provide a ticket stating that they are in a creative union.
  • Prisoners are citizens who serve a sentence in a penal colony for more than six months.

For all these categories there is no need to pay tax on "parasitism". To get rid of payment, you need to submit the relevant documents to the tax authority. And most importantly, collect them on time.

Countries in which there is a tax on "parasitism"

In addition to the Republic of Belarus, there is no such tax anywhere else. Each country struggles in its own way with unemployment. To date, Belarusians are not very happy with this state of affairs.

Who tracks "parasites"?

The tax authority monitors the incomes and expenses of citizens and finds out who did not make any payments. Further, a citizen is recognized as a social dependent, and a receipt for payment of the fee is sent to him.

Punishment for non-payment

If you do not pay tax on "parasitism" in Belarus on time (2015), you can get a fine. It is charged at a rate of 2-4 base payments. Or may be imposed administrative arrest, the term of which can be up to 15 days. For each citizen the measure of punishment is determined individually. During the arrest, the offender must carry out community service. What kind of work will be carried out, local authorities decide. Note that pregnant women are released from custody.

When to pay?

Social dependency is subject to collection, which is paid until November 15 next year. If no payments are made within the established period, the penalties will be imposed automatically. For example, the fee for 2016 is required to be paid before November 15, 2017. It is better not to be late with payment. It is also very important in time to bring documents confirming the possibility of not paying the fee.

What if I receive a notification?

If you received a letter stating that you are a "parasite", then within 30 calendar days you can submit to the tax service documents that you are exempt from tax. Your papers are checked for 30 days. If the tax inspection arrange documents, then you can forget about the payment. And if they do not like something, then you will have to understand or remake the information.

Nuances of collection

Many argue that social dependency is no longer taxed. But, to their great regret, there are no prerequisites to the fact that the authorities will decide to cancel the collection. Therefore, you need to know all the nuances of this bill, so that then there is no trouble. Many people think that if there is no registration in Belarus, then it is possible not to pay the fee. In reality, this is not true. Such citizens are also monitored, and if they evade paying, they are put on the wanted list. The government of the country declares that ignorance of the law on collection does not exempt from its payment.

In many articles on the Web, people were told that housewives can not pay the fee. However, the president repeatedly commented on this case. If the family decided that the husband can provide a full wife, then pay a fee for it can. Only those housewives who are under the care of a minor child or if they are mothers with many children are released. So do not ask about whether the tax on "parasitism" will be canceled. Most likely, that is not present.

After the introduction of this fee, according to official data, unemployment in the country has sharply decreased. Many residents of Belarus are afraid of losing their job. Signing this bill, the president pursued certain goals, which, from his words, fully justified themselves. The law equated all segments of the population, both the poor and the rich. In the first days after the adoption of the decree, many were indignant at the order signed by Lukashenka. And now, mass protests and street demonstrations for the repeal of the decree are continuing.

And for those citizens who do not want to work, there is an alternative - tax payment. The authorities claim that no one forcibly forces people to work, that this bill does not violate the Constitution of the country, where it is stipulated that a person has the right to choose. To work or not - the person decides, simply the state asks to finance its treasury.
