National Academy of Internal Affairs of Ukraine: address, faculties, management

The National Academy of Internal Affairs of Ukraine has passed a long historical path from the initial training of police to the leading educational institution of the Ministry of Internal Affairs of the country. The university prepares specialists of the highest legal qualification for the law enforcement bodies of the republic, as well as for the structures of the UN peacekeeping forces.

Base

The National Academy of Internal Affairs of Ukraine in Kharkov, which was the capital of Ukraine in the 1920s, was born. NAVH as an educational institution began with the courses of red policemen. The courses were formed on 11.06.1921. It is from this day every year that the Academy celebrates its birthday.

A year later (12.05.1922), the police courses were transformed into the district courses of the junior commanders of the police department of the Ukrainian SSR, and on September 30, 1922, in the School of the Senior Militia Militia. Considering the urgent need for the training of leading cadres, the Council of People's Commissars of the Ukrainian SSR on 23.10.1923 reorganized the institution, which became known as the All-Ukrainian School of Militia and Criminal Investigation.

Moving in

In April 1925 the Presidium of the VUTSIK of the Ukrainian SSR adopted a decision to transfer the school from Kharkov, which at that time was the capital of the Ukrainian SSR, to one of the nearest provincial cities of Ukraine. The choice fell on the city of Kiev. Since then, the history of the institution is connected with this city.

In 1936, GSOM was again renamed the School of Senior Chief of the Militia Balitsky. Order of the NKVD of the USSR in 1937 the name of VA Balitsky from the name of the school was removed. The war caused great damage to the school. Almost the whole personnel died in the battles for the Motherland.

Post-war development

The cause of the fallen teachers in the postwar years continued a new generation. The victorious end of the war, the beginning of the restoration of the national economy of the country, the reorganization of the MVD-MGB authorities led to a change in the subordination of the educational institution. Over the next decade, the school in Solomenskaya Square was renamed five times.

On 20.08.1956, in the now special Kyiv Police Specialized Secondary School (hereinafter referred to as KSSShM), training began for various police services under a two-year program. In 1957, on the basis of the KSSShM in Kiev, distance education was organized for cadets of the USSR Ministry of Internal Affairs.

Three years later, the USSR Ministry of Internal Affairs and the KSSShM were merged with the creation of the Higher School of the Ministry of Internal Affairs of the Ukrainian SSR. A new stage in the development and improvement of the activities of the future National Academy of Internal Affairs of Ukraine has begun. The new structure has become a reliable base for training highly qualified specialists for law enforcement agencies. In 1966, due to structural changes in the Ministry of Internal Affairs, the school was directly subordinated to the Council of Ministers by renaming it to the Kiev Higher School of the USSR Ministry of the Interior.

Independence

With the proclamation of Ukraine's independence, the Higher School (HSE) became subordinate to the Ministry of the Interior of a sovereign state. The radical changes in the activities of law enforcement agencies, the need to speed up the construction of a socially just, democratic, rule-of-law state caused the need to improve the system of personnel training for law enforcement agencies. In 1992, based on the KVS created an academy, and in January 1996, by presidential decree, she was granted the status of National.

The organization has taken a course on new areas of training, research work, a significant improvement in the organization of its activities. Since September 2005, it was reorganized into a university institution called Kiev National University of the VD. According to the order of the Cabinet of Ministers of Ukraine dated 27.08.2010, the institution was transformed into the National Academy of Internal Affairs of Ukraine.

Cooperation

The Academy maintains links with many international and all-Ukrainian institutions, organizations, unions, associations. One of the examples of such close cooperation is her contacts with the public organization "All-Ukrainian Association of Criminal Law". It unites scientists in the field of criminal law, criminology, specialists in related fields of knowledge, practitioners, public and state figures to promote the development of science, exchange of experience, coordination of efforts and mutual assistance in scientific activities. For several years now the National Academy of Internal Affairs of Ukraine has been operating a local branch of this public organization, which includes mainly specialists of the departments of law and criminology.

Department of Criminal Law

At all stages of the development of the Department of Internal Affairs (Kiev) in the teaching team was concentrated considerable scientific potential. For example, the Criminal Law Department takes its roots from the Department of Criminal Legal Disciplines, founded in 1958, by the Ministry of Internal Affairs of the USSR. For the years of its existence, well-known specialists in the field of criminal law worked there:

  • The scientists P. P. Mikhaylenko, V. M. Smitienko, M. I. Korzhansky, who became the founders of scientific schools.
  • Doctors, professors, associate professors NA Bondarenko, VA Glushkov, VP Didenko, NT Kuts, PV Likholat, MI Melnik, AA Music, A.N. Opalchenko, SL Ostapets, SA Tararukhin, SV Trofimov and others.

Now three doctors of law sciences, professors A. V. Savchenko, V. I. Shakuni, V. I. Osadchiy and nineteen candidates of legal sciences work at the Chair of Criminal Law under the patronage of the rector, General V. Cherney.

Chair of Criminology

It was established in May 1977. During the period of educational and scientific activity, such well-known scientists as Yu. V. Aleksandrov, VA Glushkov, AN Djuzha, AF Zelinsky, E. N. Moiseev, AI Roshchin, AP Severov, DE Tikhomirov and others.

Currently, the department includes such academic lawyers as:

  • Doctor of Law, Professor A. N. Djuzha and A. G. Kolb.
  • Professor V. V. Vasilevich.
  • Candidates of Juridical Science, Associate Professors Yu. A. Levchenko, NV Kulakova, LV Kryzhnaya, EV Rasyuk, GI Pishchenko, GS Polischuk.
  • Candidates of Jurisprudence A. V. Mikitchik, T. V. Mironyuk.
  • Associate Professor AV Kirilyuk.

Specialists of the departments closely cooperate with law enforcement bodies, other educational institutions, scientific institutes and institutions. This is due to the fact that only combining the efforts of scientists and the combination of their activities with professional experience in studying various theoretical and practical issues allows us to deeply explore the current and controversial problems of criminology, to visually acquaint them with future lawyers.

National Academy of Internal Affairs of Ukraine in Kiev: faculties and institutes

In the university there are about 15,000 future guardians of order. The Academy has an extensive structure with branches located both in the capital itself and in the regions. It:

  • Faculties № 1 (Kiev), № 2 (Kiev) and the Carpathian № 3 (Ivano-Frankivsk).
  • Institutes: the penitentiary service, postgraduate education (both are in Kiev).
  • Educational and scientific institutes No. 1, No. 2, No. 3 and No. 4 (Kiev).
  • Zhytomyr correspondence department of jurisprudence.
  • Postgraduate study.
  • Doctoral studies.
  • Lyceum legal name Kondratyev.

There are 15 general academic departments, 16 departments, a museum of the Ministry of Internal Affairs and an orchestra.

An example to the younger generation

A lot of teachers and academics were not easily trained in front and partisan ways. The experience of war, personal involvement in the Great Victory, a sense of responsibility for comrades, ability to work with people allowed former fighters with Nazi invaders to become an active part of the leading and teaching staff of the academy.

They are always on the educational front, giving their knowledge, experience, strength and energy to the training and education of the young generation of human rights defenders. By the way, recently the veteran organization celebrated its 20th anniversary. It is known as one of the active and powerful centers among the capital's universities.

The staff of the Department of Internal Affairs of Ukraine has never stood apart from the problems that arise in society at different times: in the terrible 1986, when the world shuddered from the consequences of the Chernobyl explosion, and later, during the liquidation of the consequences of the earthquake in Armenia, and floods in Transcarpathia . Then the academy workers were at the forefront of volunteers, did everything possible to protect the life and health of thousands of citizens, and the development of the national economy.

Today, the Rectorate of the Department of Internal Affairs is headed by V. V. Cherney (a police general of the 2nd rank). Among the leaders are the first pro-rector - SD Gusarev, pro-rectors SS Chernyavsky, RA Serbin, AP Zapototsky. Teachers try to be an example only for beginners to learn about life cadets.
