Modernization of health care: goals and their achievement

The national project "Health" has gained popularity and showed that the concentration of resources in priority areas gives positive results. The next step is the modernization of health care.

The government has prepared a legal framework for this program in the form of several decrees and orders. Financing of all activities is carried out by the Federal and Territorial Funds of CHI, as well as from the funds of the municipal and regional budgets.

Modernization of health care is:

  • The development of several hundred billion rubles;
  • Construction of health facilities and overhaul of existing ones;
  • Solution of medical issues;
  • Introduction of convenient information systems;
  • Purchase of modern medical equipment;
  • The introduction of new standards;
  • The establishment of institutions for pregnant women in a difficult life situation;
  • Organization of treatment for young children;
  • Improvement of measures for the registration of medical care and the organization of financial security.

Modernization of health care provides:

  • Priority of patients' interests in obtaining medical care;
  • Respect for human rights;
  • Protection of the health of infants;
  • Availability of medical assistance;
  • Responsibility of self-government bodies and the state for the protection of public health;
  • Improvement of the demographic situation.

Modernization of health care requires constant revision. The program provides for the repair of medical institutions, improvement of the material and technical base. It is planned to develop information technologies, for example, to introduce a worldwide electronic record to specialists via the Internet, electronic medical cards and document circulation, to raise salaries for health workers.

The allocated funds are not yet fully spent. Overhaul is carried out only in half of the institutions of all planned. About 1000 hospitals have not even signed a repair contract.

Acquisition of 250,000 units of medical equipment provides for the modernization of health care. The technology program has also been completed in half. The main problems in this direction are disruption of supplies, disruption of installation, commissioning, lack of specialists and prepared premises.

Modernization of public health services of the Russian Federation provides for the purchase of several hundred thousand units of information technology. They are needed for keeping records of patients, the introduction of electronic document management. Computers are not purchased in full, as technical tasks are developed and agreed upon for a long time, deliveries deviate from the schedule.

The regions best implement high standards of care. The Ministry of Health claims that they have already been introduced in 90% of hospitals. Also, officials argue that the task of increasing the wages of nurses and doctors is 100% complete.

Health care in the Russian Federation needs modernization. But there is still so much to do. Let's hope that all planned events will be implemented!
