The upper point is at a certain level of the earth's electric field potential, which will start moving the electrons up to it - to where the emitter is located. It will release electrons from the metal of the conductor, and they, already as ions, will go into the atmosphere. So the natural electrical circuit closes, and the consumer of energy joins it.
