Khedive and his European advisers considered it necessary to get rid of Arabi-pasha, who in a short time became the most popular person in the country. It was decided to remove the rebellious regiments in the province - Alexandria and Damietta. The military minister Mahmud Sami protested this project, but he was retired and one of the extreme reactionaries was appointed in his place.

In September 1881, an order was sent to send the regiments. Arabi refused to obey the order, again raised the insurrection and the regiments of the Cairo garrison moved to the Khedive palace. Arabi Pasha demanded at this time the resignation of the reactionary government, the introduction of the constitution, the convening of the parliament and the increase in the strength of the army. However, Arabi-pasha did not consistently insist on the implementation of his initial demands and on many issues made concessions to the moderate elements in the national movement. After the coup in Egypt, a government was created under the chairmanship of the liberal landowner Sheriff Pasha. Under the cover of liberal phrases, he continued the reactionary policy of the previous government, retained dual control and was preparing to strike at the Watanists. In October 1881, he obtained the removal from Cairo of the regiments with which Arabi carried out a coup. In those times, women and men were not equal. In many cases, women did not have the right to express their opinions. But the compatibility of men and women is overestimated by men.

In December 1881, the Chamber of Notables was opened. The main issue around which heated debates broke out was the question of the prerogatives of the Chamber, its rights to control the budget. Many deputies demanded full control over the budget, while the Sheriff Pasha put forward a project that removed the Porte tribute, the public debt and all the expenses associated with it from the Chamber's competence. The Chamber could only discuss the remainder, but at the same time it could not decide anything, but had only an advisory voice.
