What is denunciation for the country and for the common man?

Probably, there is not a single person who does not read news from time to time. And there are just some words that do not flash! Sometimes it's hard to understand what journalists and experts are talking about. For example, what is denunciation? What is the matter, if this term is combined with such events as the Kharkov or Belovezh agreements? Let's clarify the situation, tighten, so to speak, the educational level.

The meaning of the word "denunciation"

Let's start with the origin of the concept. It is not in vain, scientists like to dig at the very root. So you can go deeper and understand more about denunciation. Naturally, then no one will be confused. The term comes from the French "denoncer". The verb is translated as "dissolve", "declare". It turns out that this is just an announcement by one of the parties that some agreement will not be implemented. That's so easy! Then what is the denunciation of an agreement in international law? Approximately the same. When countries conclude an agreement with each other, they usually list the reasons why the agreement may not be fulfilled by one or more parties. In case of occurrence of such circumstances the state warns of the denunciation of the contract. The relevant procedures specified in the document are carried out.

Example

For the time being, Crimea was part of Ukraine, between the latter and the Russian Federation, a bilateral treaty was in force to find the Russian fleet on the peninsula. This agreement has been reviewed and extended from time to time. Naturally, such an important issue as providing a strategically important territory for a foreign army was beneficial not only to the Russian Federation, but also to Ukraine.

She received discounts for gas and other preferences as a friendly country. But there was a reunion of Crimea with Russia. That is, the conditions have changed. It turned out that the contract does not make sense anymore. The Russian Federation denounced it. That is, warned Ukraine to stop its operation unilaterally. That's what denunciation is. This is a decision that the country will no longer participate in the agreement for one reason or another. Since the treaty was multifaceted, the countries found themselves in a difficult situation. Non-implementation of the agreement has created a complete mess in the pricing of gas supplies.

Multilateral agreement

If the agreement is concluded between several countries, the situation is even more complicated. It is clear that any of them has the right to stop fulfilling their obligations. Situations are different, and politics is changing, and agreements are not concluded for several years. So what is denunciation in the case of a multilateral treaty? Pretty much the same. Only in such agreements is usually prescribed more obligations and risks. If one partner denounces the agreement, then all the others suffer. Especially when it comes to economic contracts. For example, for quite some time in the press, the thought of the fall of the dollar has been discussed. And what will this mean in our case? It's just that the US unilaterally denounces agreements with Saudi Arabia concluded in 1971. It seems that the contract was bilateral, but the whole world economy now depends on it. If this happens, then countries that do not hurt will not.

Political Agreements

Of course, between the countries, for the most part, there are pacts on economic cooperation. But it also happens otherwise. There are such agreements in which political goals come to the fore. What is denunciation in this case, what does it threaten? In the modern world, this happens infrequently. That is, the role of political players is defined for a long period. And with those who can get out of cooperation, making alliances are cautious. In the case when one of the parties denounces the treaty, it is necessary to rewrite almost the entire foreign policy program of other states. Since the material is very thin, then at one point virtually no one can completely stop fulfilling the agreements. The world is small, there are a lot of players, all of them are closely intertwined. Break all ties and live apart - this country is almost unable to go to such a state. In history there are special cases. For example, the denunciation of the Bialowieza Accords. According to the latter, a great country, the USSR, was destroyed. But in 1996, Russia denounced this treaty, thereby recognizing that the Union exists. Let it consist of only one country. But such political decisions are not accepted for the implementation of short-term projects.

Legal regulation

It is already clear that this is a refusal to fulfill the contract. But this is not a complete failure. When a party warns of denunciation, she is not discharged from duty completely. There are international laws that regulate further relations between the parties. The legal norms of each of them also contain a list of actions in this or that case. If the issues are not covered by the legislation, then they use precedents from the world practice. Most often, the actions are spelled out in the text of the treaty itself, although there are such agreements that do not provide for denunciation.
