Vitaly Bykov. Head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the North-West Federal District

Russia is famous for its strongest and organized law enforcement agencies. But in their ranks there are unprovided situations. One of them occurred with General V. Bykov.

Biography of Vitaly Bykov

He was born on May 20, 1958. He graduated from two universities: the University of Trade in the USSR. F. Engels and the Higher School of the Ministry of Internal Affairs of the Russian Federation in St. Petersburg, having first received an economic education, and then a legal one.

Vitaly Bykov became a candidate of economic sciences in 2006, after defending the dissertation on the organizational structures of criminal financial activity, which is a risk to the security of our country.

Service in law enforcement

Major-General Vitaly Bykov began his activity in law enforcement structures with the fact that, after returning from the army in 1978, he took up the post of a simple servant of law enforcement bodies.

After 1980, he began to climb the career ladder and consistently worked in the following structures in significant positions:

  1. Commander-in-Chief of a special unit of the Department for Combating the theft of socialist property.
  2. The superior in the structure of the criminal investigation.
  3. Police Department for Combating Financial Crimes.
  4. State institutions to combat the crime of the Leningrad region (hereinafter referred to as St. Petersburg), then the North-Western subdivision of the Ministry of Internal Affairs.
  5. The commander-in-chief in the organization against the organized crime group and the terror of the State Security Bureau of the state administration of the Russian Ministry of the Interior.
  6. He was the 1st deputy head of the Department of Internal Affairs in Lipetsk.

Presidential decisions on the Major General

In August 2009, the President of the Russian Federation, Dmitry Medvedev, issued a decree, according to which Vitaly Bykov became the first deputy head of the Main Institution of the Ministry of Internal Affairs of the Russian Federation for the North-West FD, the head of the operational and investigative unit. And in July of the same year - and the head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the North-West Federal District.

According to the Decree of the President of the Russian Federation D.A. Medvedev № 379, Vitaly Bykov was appointed head of the Main Directorate of the Ministry of Internal Affairs of Russia for the North-West Federal District. To achieve such results, he faithfully served the Fatherland by the time of 33 years! On the basis of the same Decree No. 379 he was assigned a powerful rank - Major-General Vitaly Bykov.

General Bykov Vitaliy Nikolaevich became known to the general public for the persecution of peaceful oppositionists.

Scandalous popularity was received by the official's spouse. She tried in every possible way to expose the theater-goers in the neighborhood to the street because they allegedly interfered with her noise. Although the head of Milena Avimskaya did everything possible to avoid conflict, conducted an independent examination, made noise isolation. But Vitaly Bykov, MVD and influential friends in every possible way prevented theatrical actions. "Special people" even threatened the composition of "ON.TETRA".

But from the authorities, General Vitaly Nikolaevich Bykov accepted exceptional approval and promotion.

But then he decided to quit his job from the Ministry of Internal Affairs. In this regard, Vitaly Bykov wrote out huge bonuses to himself and certain of his employees, because of what now he will face criminal liability.

To move up the career ladder, Vitaly Bykov was the initiator of conducting inspections and instituting criminal proceedings against Andrei Dmitriev, representing the party "Other Russia". Dmitriev and his associates were charged with participation in extremist actions in 2010, although no proper evidence was found.

In 2012, other representatives of the party acted against Bykov's acts, having handcuffed themselves, they sought more thorough examination of his work and authority.

In 2013, his dubious reputation was reinforced by his wife due to his scandal with the theater. She very often and flaunted the fact that her husband - Vitaly Bykov. Ministry of Internal Affairs, Rospotrebnadzor, judicial executors - all fulfilled the requirements of an influential spouse, thus providing a very hard life for the theater-goers, who, in their turn, tried in every possible way to resolve the conflict peacefully. But Bykov's hope was determined. Therefore, fines were imposed on all claims, and the whole theater had to "flee" to Moscow. This nearly killed him, but the theater was struggling, but still able to survive, while bearing enormous losses.

2010 was marked by the fact that Vitaly Nikolayevich took under his wing the investigation of the case of Mkhitaryan, after the successful completion of which he counted on promotion. The objectivity of the Interior Ministry officers who conducted the investigation and is in charge of Bykov is a big question, since the testimonies of witnesses are very different from those that are included in the final documentation.

In 2014, Vladimir Vladimirovich Putin removed 30 generals and 6 colonels of the Ministry of Internal Affairs from federal districts, which by that time had already been annulled. This was done for further reassignment.

Golden Parachutes

A huge scandal evoked the story of gold parachutes the size of 500 thousand US dollars, which were paid to Vitaly Nikolaevich himself and some of his subordinates. Someone received 750, someone - 205 thousand rubles. However, during the questioning of the bonuses, it turned out that people received only tens of thousands in their hands, and the lion's share of such bonuses remained in the pockets of their superiors.

Ex-head of the Main Directorate of the Ministry of Internal Affairs for the North-West Federal District, General Vitaly Nikolayevich, was detained in the spring of 2015. He was charged with seizure and waste of budget funds. The total damage, according to preliminary estimates, amounted to 19 million rubles.

Former colleagues give a pasque

Some former subordinates of General Bykov already testify against him. The orders were found, according to which, he issued bonuses to employees, but, surprisingly, they were signed backdated in order to be in time before the liquidation of the district structural departments.

The Moscow Basmanny Court ruled to extend Vitaly Nikolayevich's custody for a period of three months - until 30.04.2016.

Now everyone is following the developments and are waiting for further actions and judicial decisions.

Such extravagance with state money became possible in view of the fact that there is no law on maximum bonus payments to the Ministry of Internal Affairs employees. Now there are thorough checks and interrogations to establish all the facts and violations.
