Social infrastructure

A set of activities that contribute to the integrated self-expression of a person's personality in the process of identifying its needs in the process of providing various types of services is a social infrastructure. The definition of this concept is built on the existence of such forms of people's activities that they need to meet the needs for labor and material support.

There are several approaches to solving issues of internal construction and the classification of parts that include a social structure. The main approach is to consider three functionally-targeted blocks:

1) Socio-political and cultural activities, which include education, science, art, media activities, culture.

2) Maintaining and restoring the health of citizens - health, sports, tourism and environmental protection.

3) Public service - housing and communal services, trade, public transport.

The functions that the social infrastructure performs are determined by the goals of the economic development of the whole society: the achievement of equality in society and the harmonious development of the human person. Of these, the most important and targeted are:

1) creating conditions for progressive trends in society;

2) the production of labor that could qualitatively meet the needs of society and production levels;

3) correct use of labor resources;

4) provision of comfortable living conditions for the population;

5) maintaining and increasing the level of physical health of members of society;

6) productive use of free time.

Social infrastructure sets as its main goal the all-round development of the human person in the process of meeting his spiritual, cultural and domestic needs. Social infrastructure is an activity that tries to take into account the main tasks of public policy aimed at improving the people's standard of living , their welfare and the duration of the life cycle, and forming a healthy and active generation in any national economy. This includes, first of all, the resolution of housing problems, the liquidation of communal apartments, the satisfaction of the population's need for quality housing, which are constantly growing, as well as an increase in the quality of the development of society as a whole, that is, the creation of cultural life. In addition, it is necessary to monitor the environmental conditions of life and work, improve the professionalism of workers in all professions, create social protection for the entire population, meet the needs of society in the necessary goods and services, while increasing the solvency of the population.

Currently, self-financing of social services for the population is gaining a large scale. This indicates that the demand for servicing the social welfare plan is not being adequately met. This happens because of the reduction in the budgetary institutions of the provision of preferential services for the population due to a reduction in government spending on the maintenance of facilities that includes social infrastructure.

Institutions and organizations that are self-supporting and receive independent income are provided with budgetary subsidies in order to compensate for the missing profits for the balance of expenses and incomes of the enterprise. Such a need for government subsidies is most often caused by the desire of organizations to maintain the existing demand for services provided or the established pricing policy for paid social and cultural services such as theaters, movies, etc.
