Protection of water.

Legal protection of water is a large system of legislatively fixed measures aimed at comprehensive regulation of water protection from various kinds of pollution, depletion and contamination. Water pollution is the deterioration of their quality as a result of discharges into them, or the introduction of various harmful substances in some other way, and clogging - as a result of the entry of suspensions or objects into them. Depletion is a stable decrease in their volume.

Water protection requires the development and implementation of national programs, the regular monitoring of water bodies, the organization of state registration of all surface, as well as groundwater, cadastre water resources. In order to ensure strict compliance by both legal entities and individual citizens of the Russian Federation, norms, rules and standards in the use and protection of water resources, water protection zones and any other requirements of water protection laws, the executive authorities of all subjects of the country, the Ministry of Natural Resources and bodies , Carrying out control over the protection of our environment, we must conduct constant state control over them.

The full protection of water is made based on the following norms:

1) The maximum allowable anthropogenic load, which in the long term will not bring its magnitude to the change in the ecological system of this water body.

2) The maximum permissible mass of harmful substances, which when it enters the water body or its catchment area, it can neutralize without prejudice to itself. Protection of water, as well as ensuring the safety and health of the people it uses requires compliance with established standards for the content of both harmful and polluting substances, their maximum allowable concentrations in water. The legislative norms regulating the negative impact on them, economic activity are directed. The protection of water is also aimed at identifying real and potential sources of pollution. Such sources recognize objects that discharge or any other type of entry of harmful substances that damage the quality of both surface and groundwater to water bodies .

Protection of water from pollution is carried out by regulating the activity of stationary and other sources of such pollution. All legal entities and individuals who exploit any objects that affect the state of water are obliged to take all measures to prevent clogging, contamination and depletion of water resources.

To discharge sewage that contain any harmful substances in its composition , it is necessary to obtain a special license, which is issued by the Office for the Use and Protection of the Water Fund. But it will be given only if their entry into water bodies does not lead to an excess of the maximum permissible concentration for any of the harmful substances contained in these effluents.
