Surely every driver faces the need to replace the old driver's license with a new one. The reasons can be very diverse: changing the name, ending the validity of the document (at the moment it is 10 years), the inapplicability of rights or changing the established pattern by the current legislation. Replacement rights - the procedure is infrequent, so the driver may have questions. How to do it, what documents need to be collected, which competent organization does this, how much will this "luxury" cost? But do not be afraid. Where to go

If you need to change your driver's license, contact the State Motor Inspectorate in the territory of the RF subject where you are registered or actually live. It is this body that has the right to issue a new model of the certificate in place of the old one. The easiest way - contact the place of permanent residence in any department of the traffic police. They must exchange a driver's license for a new format document. The second option - if you live in one place (registered), but at the moment you have a temporary registration in another city, you have the right to exchange a certificate in any of the subjects of the Russian Federation. Term of rights

The period of the driver's license (his actions) in our country is 10 years. The expiry date of the rights is indicated in the corresponding column opposite the assigned driver's category. As soon as the period expires - the certificate becomes invalid, and you have no right to drive the vehicle. The document is subject to exchange in the shortest possible time. However, if you do not drive during the period of delay, you will not be able to apply penalties for violating this rule of law. Once you need a new document, you can contact the traffic police. And remember: they do not have the right to punish you for the fact that the rights are overdue a long time ago.

But there are exceptions to the rules - in some cases, the rights are granted for a shorter period of validity.

• Citizens who temporarily arrive in the Russian Federation and do not have a foreign driving license at this time. Such a document is issued, as a rule, for the period of temporary residence of a person in the country (it must be confirmed by appropriate documents). Practice shows that the rights can be obtained for up to 10 years.
• International driver's license - this type of document can be issued for 3 years. However, in this case, the term of its validity in our country can not exceed the established period of the national driver's license at its immediate place of residence.

Preparing documents

Issuance of a driver's license takes place only if there is a complete package of documents that must be submitted to the State Inspectorate:

• Application . It can be compiled in free form, setting out the intention to change the existing rights to new ones. Or you can use the proposed sample in the traffic police. Be sure to state the reason why you apply to the inspection.
• Passport or other document that confirms your identity. However, as practice shows, the traffic police only accepts a passport and does not take into consideration other papers. Be sure to capture the passport (if any) in order to correctly write your data on the new document.
• A certificate that will confirm your territorial affiliation: temporary or permanent registration of the driver. As a rule, such a mark is available in the passport, but employees may additionally require this document.
• A certificate that will confirm that you have studied in a driving school or on an individual program. It should be noted that now the exams are not submitted externally for obtaining rights (it was possible until 2013).
• Medical certificate. This document can not be old, it must be an established sample and indicate which category of driving your "validity" is confirmed.
• Old driver's license.
• 2 photos (color 3.5 x 4.5 cm). But the driver's license of a new sample is made automatically and does not require the presentation of photographs. Prepare to ensure that your photos are taken directly to the inspection.
• A copy of the individual tax number.
• Receipts confirming the payment for services for the production of documents.

Again the exams?

Do not panic, the current legislation does not provide for repeated examinations to confirm your driving skills. A new sample of the driver's license can be obtained only after clarifying all the necessary information on the centralized databases of the State Automobile Inspectorate. The specialist will check:

• How many administrative offenses do you have?
• Did you lose your rights in the past.
• Are you listed as wanted, and your car is in hijacking.
• When and where you studied.

Innovation in obtaining medical certificate

In early May 2014, the Ministry of Health of Russia completed the discussion of the draft resolution, which was supposed to update the usual list of medical indications limiting the person in obtaining a driver's license. • Behind the wheel of their own car can now sit citizens with glaucoma, asthma, coronary heart disease, artificial lens and a number of other pathologies.

So today it is much easier to pass a medical examination for people with certain restrictions. But the Ministry of Health confirms that the requirements for professional drivers will remain the same.

Note that this list is not approved and final, changes and additions are possible. But the requirements for certification will be increased in relation to people who are not able to drive cars because of mental disorders. Doctors believe that this tightening will help to avoid emergency situations on the road.

The requirements for people with disabilities will remain unchanged - they will be able to pass a medical examination and get access to the management of cars only if their car is equipped with special devices (automatic box or fully manual control).

Untimely replacement of rights - fixed fines

Remember, you can only be fined for managing cars with expired rights! If you do not drive during this period, there will be no punishment. If you did not have any rights, when the State Inspectorate stopped you, you could be punished with a fine in the amount of 5 to 15 thousand rubles. This is considered a serious offense.

But fines traffic police on a driver's license, which corresponds to the old model and not replaced by a new one, are not provided. According to the current legislation, new rights come into force from April 1, 2014. But drivers who do not have old ones are not obliged to alter them. Replacement will occur only after the specified period or on the personal initiative of the driver. Therefore, no one has the right to fine you. If you are being punished, ask for a record of the reason and boldly go to court.

New Rights

In the spring of this year, the State Motor Inspectorate announced the creation of new driver's licenses. From now on, they fully comply with international safety requirements, which are clearly regulated in the Vienna Convention on Road Traffic of 1968. Experts confirm that the development of a new model of the document was largely related to the inconsistency of old documents to this legal act. This fact caused many problems for motorists who stayed abroad. Now the problems should be much less. Now your rights are listed in English, but experts recommend that when you visit a certain country, you make a literal translation of the document.

Despite the excitement among car owners who rushed to the traffic police, the document did not undergo any special changes, therefore there is no big problem in deciding how to change the driver's license. The difference concerns only the expanded list of subcategories that regulate which vehicles should be managed only if there are rights. Now there are 16 of them!

A sample driving license is a laminated map containing special signs on its surface. The reverse side contains information about the categories and duration of rights. But the state duty for the driver's license remained the same and amounted to 800 rubles.

The reform, which was announced publicly, unfortunately, has no clear deadlines - it was just a prospect. And it is completely unclear when it will be applied in practice fully.

New categories

The main difference between the new documents and the old ones is the expanded grid of subcategories. Unlike the usual option, it covers almost all types of transport:

• "A" 1 - motorcycles, in which the volume of the engine was 125 cubic meters. cm.
• "B" 1 - tricycles and ATVs.
• "C" 1 - auto with an allowable weight of 3.5 to 7.5 tons.
• "D" 1 - a vehicle carrying passengers in an amount of 8 to 16 seats.
• "M" - scooters and mopeds. Such rights can be obtained from the age of 16.

Another innovation will be the opportunity to learn driving on a car with an automatic transmission. Special note "AT" will indicate that a person can operate a car only with an automatic gearbox, while not having the right to drive a mechanical "iron horse".

Specialists of the State Traffic Safety Inspectorate specified that people who have the main category open can manage all the vehicles indicated in the relevant subcategories. However, when a person "admits" only to a secondary position, he loses the right to operate the main modes of transport indicated in the main line. That is, to change from auto to moped is quite realistic, but it is simply impossible to "saddle" a jeep after an ATV without passing the exams to the appropriate category.

Special notes will also be duplicated on the front of the document. Replacing the driver's license in 2014 does not require the driver to pass a certification examination only if the already open category does not change.

International Rights

Innovations have changed the look of international driving permits. This is such a long paper tape, which lists all the data listed in your rights in different languages of the world. There are new subcategories and corresponding marks. Specified restrictions on the management of cars with automatic transmission. For example, for a common category "B", the inscription will now be written - automatic transmission only.

Realities of life

Despite the fact that the law came into force, and it is necessary to have the rights of a new sample for the newly introduced subcategories, there are no such exam programs in the traffic police. And so the high season for mopeds and ATVs has come, and young people or elderly people have sat down on them just do not get any. How to be? The inspectors state that until the drivers of these subcategories are given the right, they will not be penalized by fines on the roads. But people with any open category ride on two-wheel analogs is possible, without even thinking about how to change the driver's license.

There are no by-laws that regulate such training in specialized institutions. Driving schools not only do not have the right car parks and two-wheeled vehicles, but also an approved training program. As a consequence, such examinations are simply impossible in the traffic police.

As the Ministry of Justice says, absolutely new training programs will be adopted, that is, it is planned to make it more profound. For example, according to category "B", the theoretical course will not be 106 hours, but 138. Driving will be given special attention: instead of 50 hours, 56 are planned. In the future, purely professional subjects will be added that will help to get a driver's profession at the end of a driving school. For the "M" category, a course will be conducted on training the fastening of loads, and for "B" - the basics of work in the taxi service. In addition, it is planned to significantly increase the requirements for the arrangement of driving areas.

It is difficult to understand whether such new categories will become popular among citizens, and when the reform is fully completed. In the meantime, you can "ride" with the rights of the old model (if they, of course, are not overdue). Well, if you decide, for example, to switch from automatic to "mechanics" - you will have to pass a qualification exam and listen to the theoretical course.

New reforms, improved training in driving schools, more rights and opportunities - all this, of course, is good in theory. But it is very difficult to predict whether these innovations will become a hindrance to the ordinary citizen, how the situation on the roads as a whole will change. After all, obtaining rights in our country is not yet a guarantee of excellent driving skills among motorists. But let's hope for the best.
