Budget of the subsistence level of 2014

For many citizens of Belarus, the subsistence minimum, minimum wage, average wage, basic value are concepts that mean the same thing. In a country where there are a lot of confusing notation, people very often confuse economic terms, explaining to colleagues and acquaintances it is not clear what. What is BPM

Every three months the government approves the subsistence level budget. Over the past ten years in Belarus, he has never fallen. The amount is set depending on the prices of the last month in each quarter. The BPM, set for three months (quarter), according to the government, is the critical minimum that one person needs to survive. BPM is not equal for all segments of the population. It is calculated separately for pensioners, disabled people, children under three years old, children from three to eighteen years of age, and the able-bodied population.

If you carefully examine all the statistics for the last five years, then every three months, the BMP rose by 30,000-70,000 Belarusian rubles. On average, every quarter you can expect that the budget of the subsistence level in Belarus will rise by fifty thousand Belarusian rubles. The new amount is set every four times a year, this is:

- from 1 February to 30 April;

- from May 1 to July 31;

- from August 1 to October 31;

- from 1 November to 31 January.

What does BPM affect?

Prior to the introduction of the new law, which came into force in February 2013, BPM influenced the size of the child benefit. Mom, raising one child to three years and being married, received only one living wage budget. Also, this value affects the payment of assistance to low-income citizens - the so-called targeted assistance.

Suffer from the increase in BOP and employers who have arrears on wages. The amount of deduction depends on the size of this indicator.

Each new mother after childbirth receives material assistance for a newborn baby. The first child is paid 10 BPM, the second child and subsequent children - 14 BPM. Also, mothers are credited with 1 subsistence minimum budget, if before 12 weeks she registered in a women's consultation and throughout the pregnancy performed all the instructions of the attending physician.

Calculation of pensions for age, scholarships and benefits, but in percentage, also depends on this economic indicator.

Social benefits and BOP

Targeted assistance is given to low-income families. Mostly these are families where one of the parents brings up the child, but there are also full, in which the father receives the minimum wage, and the mother, for example, is on the decree to take care of the child. Benefits and minimum wages are not enough for them, and one of the applicants is paid extra money for each member of the family. To do this, take into account the minimum subsistence level budget, which is set in the country at the time of application.

The targeted assistance is paid within 6 months from the date of application. In six months BPM will have doubled, which means that with each increase the family will receive more targeted assistance.

What does BPM have?

Every three months, the Ministry of Labor and Social Protection of Population calculates the percentage of mandatory expenses that each citizen of the Republic of Belarus needs. It depends on the price increase.

The biggest waste is food. They should go to 54.9%. Next are utilities, fees for light, gas, telephone and water - this is 15%. Clothing - 17.6% .Transport and household services (travel, call plumbing, electricians, etc.) - 6.4%. Goods intended for domestic and economic use - 3.3%. Payments and installments - 0,6%. Drugs and essentials - 2.2%.

If to speak about exact figures, the budget of a living wage in Belarus since February, 1st, 2014 has made 1 128 100 rubles. It turns out that we can spend a little more than 28 000 rubles a month on medicines and other sanitation facilities.

The minimum consumer budget and BPM: what is the difference

The economic indicator - the minimum subsistence budget - is very often confused with the name of the indicator of the subsistence minimum budget. Belarus 2014 in February provided the difference between two erroneous terms. BPM, as it was already said, amounted to - 1,128,100 Belarusian rubles, when the BCH for the same date of 480,690 rubles a family of their 4 people.

The difference between these two figures is that the first one tells us about the critical minimum that a person needs to survive every month, and the second economic indicator is the level of social survival. It is believed that the minimum consumer budget should be enough for a person not only to survive, even for this amount, he can even afford to have a child. It is not necessary to say that "letting you have" and "actually raising a child" is a different concept.

Opportunities for citizens and economic indicators

How much this or that value will increase or decrease depends only on the capabilities of the state itself. The budget of the subsistence minimum of the Republic of Belarus, for example, depends on the growth of prices, other economic indicators - on the efficiency of citizens, on taxes that are paid to the treasury, on "black" profits. Some payments are tied to the BPM, some to the basic value, something is paid, based on the minimum wage. In the end, there is no difference. If the government revises the law and decides that fines should not be paid in base values, but in other economic indicators, then so it will be. At the same time, most residents of Belarus will not even replace the changes in the law. The amount before and after the change will remain the same, only the names of the calculus and the calculation method will change. As far as this will be good or bad for an ordinary citizen of the Republic of Belarus, it is very difficult to say.
